NOTE: This Revised Service Letter replaces the April 25, 1997 Service Letter. Changes have been made to the Affected Product.
Problem
The 8W6469 Bracket used to mount the lean wheel cylinder to the axle may cause the welds to break where it is fixed to the axle or the axle may break away at the oval hole in the axle where the bracket is welded over on certain 12H, 140H, 143H, 160H, and 163H Motor Graders.

Rework Procedure
Before beginning rework, center lean arm and install bolt in the lean arm and the hole in the axle on left side to prevent the lean arm from falling over.
1. Non-All Wheel Drive machines: Disconnect both hoses from the right hand steering cylinder and plug the hose ends and the connectors at the cylinder. Pull the hoses out of the axle and tie up out of the way. Disconnect the hoses from the lean wheel cylinder and plug them and the connectors on cylinder.
1A. All Wheel Drive machines: Do the items listed in Item 1, and in addition remove the rubber clamps on AWD hoses on the right front side of axle and tie up out of the way.
2. Before beginning the rework, scribe a center line on the front axle plate in line with the center line of the pin holes in lean cylinder mounting casting. See Illustration A.
3. Remove the lean wheel cylinder mounting pin from bracket on axle and swing cylinder out of the way.
4. Remove the lean wheel cylinder mounting bracket from the axle by grinding or air arching the welds.
NOTE: When removing, be careful not to burn away the parent metal from the bracket or the axle plates. The bracket will be used again. After removing the bracket, grind smooth any excess weld from both the bracket and the axle plates. Chamfer the bottom of lean casting with a 10mm by 45 degree cut on front and rear.
5. Weld the lean bracket to the new 1452414 Plate, locating fore and aft by making them flush with each other and 10mm spacing from the left end of plate. See Illustration B. Locate the chamfered portion of the plate down, which is to minimize hose wear. On the right side of bracket apply a 10mm filet weld. On the left side apply a 8mm filet weld. On the fore and aft sides apply 10mm bevel welds.
6. Locate this weld assembly on top of the axle and swing the lean cylinder back into position and install the mounting pin through holes in bracket. Position the bracket and plate assembly using the scribe line described in Step one. By using the cylinder and mounting pin, this will help align the bracket to ensure easy assembly of the pin later. With this in position, tack weld the plate. Remove the cylinder mounting pin and swing cylinder back out of the way. Complete welding the plate and bracket assembly to the axle. On the fore and aft top sides of plate apply 8mm weld the full length of plate. On the bottom side of plate (between axle plates) apply 8mm weld beginning and ending 10mm from the ends of plate.
7. Swing the cylinder back into position and install the mounting pin. Reconnect all hoses.
8. When completed, check clearance between the end of plate and axle stop by oscillating the axle up to the stop. If there is interference grind end of plate.
9. Run the machine and operate the steering and lean cylinder and check for hose rubbing.
