Remanufactured 0R4105, 0R8310, 0R4106, 0R8311, 0R8306, 0R8312, 0R8308, 0R8313, and 0R8309 Self-contained Woodward Governors used on certain D11N Tractors; 776B, 776C, 776D, and 784B Tractors; 777B, 777C, 777D, 785, 785B, 785C, 789, 789B, 789C, 793, 793B, and 793C Trucks; 994 Wheel Loaders; and 3508, 3512, 3516, 3606, 3608, 3612, and 3616 Engines have experienced loss of oil and subsequent loss of governor stability.
During remanufacturing the drive shaft was salvaged with a spring steel sleeve. This sleeve may cut the oil seal causing the governors self-contained oil supply to leak out. This low or no oil condition causes a reduction/loss of engine RPM control. Symptoms include governor instability (engine RPM varies significantly), engine is hard to start or will not start, and governor oil reservoir is low. Once oil is added to the governor reservoir the problem will disappear.
Reman governors which may potentially have the problem include 0R4105, 0R8310, 0R4106, 0R8311, 0R8306, 0R8312, 0R8308, 0R8313, and 0R8309 Governors from the parts distribution system or the governors that were installed on remanufactured engines at the factory. This program can only be administered after the Wood Ward Governor shaft seal has failed (as evidenced by sufficient oil loss to affect the governor's performance). When this occurs, dealers should strive to repair the governor shaft seal promptly to avert a more extensive failure."
