Usage:
All 3500 Series Engines
The procedure that follows should be used when a Woodward 3161 or Woodward UG8 Governor is installed on a 3500 Series Engine. Use of this procedure will put the output terminal shaft in the correct alignment with the cover on the accessory drive housing. When the output terminal shaft is not in the correct alignment with the cover, there can be friction between the lip type seal in the cover and the output terminal shaft. This friction can cause the governor to not operate correctly.
Installation Procedure
1. Loosen bolts (1) that hold the governor drive housing in position against the adapter. See Illustration 1.

2. Install support (2) on the governor. Do no tighten the bolts. See Illustration 2.
NOTE: A new support is now used that has slots (notches) in it. These supports can be installed between the governor and cover in Step 9.

3. Put clean engine oil or glycerine on the bore of the lip type seal in the cover.
4. Make sure two bolts (4) are in position in cover (5) and install the cover on output terminal shaft (7). Install two bolts (3) but do not tighten them at this time.
5. Install lever (6) on the output terminal shaft as shown. Install the bolt and washer that holds the lever in position.
6. Put the governor and cover in position on the engine. Make sure the side of the governor that is nearest to the engine block is parallel to the accessory drive housing. Install and tighten bolts (10). See Illustration 3.

7. Move the governor and drive housing as needed until the bolt holes in the cover are in alignment with the bolt holes in the accessory drive housing. Tighten bolts (9).
8. Tighten bolts (8) that hold the cover in position against the accessory drive housing.
9. Tighten bolts (3) and the bolts that hold support (2) in position against the governor.
10. Make sure output terminal shaft (7) turns freely. See Illustration 4. If the output terminal shaft does not move freely, do Steps 6 through 10 again.
NOTE: Spring pressure in the Woodward 3161 Governor should cause the output terminal shaft to go back to the fuel-off position when released from the full-fuel position. Spring pressure in the Woodward UG8 Governor should cause the output terminal shaft to move when released from the full-fuel position but it will not go all the way to the fuel-off position.
