Introduction
The problem that is identified below does not have a known permanent solution. Until a permanent solution is known, use the solution that is identified below.
Error code "The ECM is not responding to the service tool" (98304) may be generated when flashing the engine Electronic Control Module (ECM) for the first time in the field.
Problem
Error code 98304 may be encountered when flashing the primary ECM via the J1939 on the Marine Series 3500 and Series 3600 Engines. WinFlash will detect the ECM(s) and the Marine Power Display(s) via the J1939. However, when the flash process initiates, the process will freeze. The flash process indicator does not display any progress. The system will eventually display the error code 98304, "The ECM is not responding to the service tool". Refer to Illustration 1.

Solution
If error code 98304 is generated, perform the following procedure in order to flash the primary ECM.
- Remove power from the engine.
- Locate the Marine Power Display (MPD).
- Disconnect the J1939 harness from the MPD panel.
Note: The J1939 harness is adjacent to the terminator.
- Use 155-2260 Connecting Plug Kit and a short 16 gauge to 18 gauge wire to fabricate a 3-pin connector with pin A shorted to pin B.
- Plug the fabricated 3-pin connector into the J1939 harness.
Note: Effectively, this will short the J1939 data link.
- Cycle power to the engine.
- Open Winflash.
- Flash the primary ECM via CAT Data Link (CDL).
- Error code 98304 will be permanently cleared.
- Remove the fabricated 3-pin connector. Reconnect the MPD.
- Open Caterpillar Electronic Technician (ET). Verify that the primary ECM and the MPD are being recognized via the J1939 data link.
Since the error code covered in this Technical Information Bulletin (TIB) only occurs when reflashing an ECM for the first time after it leaves the factory, this will not be considered a warrantable repair.
