PROBLEM
The carbide tip on the stem assembly in the smoke control limiter used on some 3161 governors may separate and cause the smoke limiter to not perform correctly and the governor to operate the engine at an uncontrolled speed.AFFECTED PRODUCT

Rework all 101-8238 and 6I3843 CONTROL GROUPS in parts stock. The 133-9309 STEM ASSEMBLY needs to be replaced. Refer to the attached Rework Procedure.

been installed on an engine please rework that governor.

MODELS INVOLVED ? Certain 3500 Engines
Dear Caterpillar Product Owner:
A new stem assembly needs to be installed in the governor on the products listed below. Some stem assemblies may separate and cause the smoke limiter to not perform correctly and cause the engine to operate at an uncontrolled speed. If the stem assembly has separated a new governor will be installed on your engine. You will not be charged for the service performed.
Contact your local Caterpillar dealer immediately to schedule this service. The dealer will advise you of the time required to complete this service. Please refer the dealer to their Service Letter dated August 29, 2004 when scheduling this service.
We regret the inconvenience this may cause you, but urge you to have this service performed as soon as possible to prevent unscheduled downtime.

Rework Procedure
3161 Stem Assembly Replacement Procedure
- Loosen and remove the three bolts on the fuel limiter cover and remove the cover from the governor.
- Remove spring seat and spring.
- Remove the stem assembly by lifting straight up. Inspect the carbide insert.
- Visually inspect the new stem assembly before installation. There should be a ring around the carbide tip indicating a strong copper braze.

NOTE: If the insert is cracked or missing, it is likely that the part has fallen into the governor creating a potential failure mode. Reassemble the unit and return the entire governor to Caterpillar.

- Insert the new stem assembly until the rubber seats on the housing.
- Place the spring in the center of the stem assembly.
- Set the spring seat in the center of the spring.
- Align the cover and install the three cover bolts. Torque the bolts to 90 (+/-5) in-lbs.

should have the concave portion facing downward within the spring center.
