Caterpillar has entered into a consent decree with the U.S. Environmental Protection Agency (EPA). This article is being issued to meet certain requirements of the decree and to make Caterpillar and TEPS dealers aware of their responsibilities when certain Caterpillar engines are overhauled. The engines affected are electronic engines built between January 1993 and December 1998 and are in certain serial number ranges of certain electronic engine models. The decree will state when an overhaul is performed the dealers will be required to install a Low NOx Rebuild Kit. (An overhaul is defined as removal of the cylinder head and repair of four or more sets of pistons, rings or liners.) The kit will consist of only the appropriate flash file and a new Low NOx Rebuild program label. The appropriate flash file will be required to be flashed into the electronic control module (ECM) and the program label must be installed on the engine. A repair program letter will be provided with instructions on how to install the flash file and the program label. The repair program letter will also provide instructions, which will allow authorized shops to install the flash file and the program label on affected engines overhauled by non-authorized shops. The repair program letter will be mailed around the end of November to the same personnel at the dealerships as a normal service letter. The kit and availability date is expected to be the fourth quarter 1999.
The U.S. EPA is expected to send a letter to the authorized and non-authorized shops in the near future to explain the law concerning installation of the Low NOx Rebuild Kits.
